City Council Meeting March 17 2022

 

SPECIAL MEETING OF THE CITY COUNCIL

THURSDAY, MARCH 17, 2022

 

A meeting of the Mayor and Council of the City of Plainview, Nebraska, was held at the Council Chambers in said City on the 17th day of March at 6:00 o’clock P.M. 

 

Roll call was held and present were: Mayor Schlote; Council Members: Alder, Smith, Yosten and Sanne Absent: None.

 

The Pledge of Allegiance was then recited.

 

Mayor Schlote opened the meeting and announced to individuals in attendance that a full copy of the new Nebraska Open Meetings Act was posted on the east wall of the Council Chambers.

 

Notice of the meeting was given in advance thereof by Publication, a designated method for giving notice, as shown by the Affidavit of Publication attached to these minutes.  Notice of this meeting was given to the Mayor and all Members of the Council and a copy of their acknowledgment of receipt of notice and the agenda is attached to the minutes.  Availability of the agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

 

Jeremy Tarr was present as City Administrator

Courtney Retzlaff was present as City Clerk.

 

At 6:00 PM Mayor Schlote opened the public hearing for the Application for NAHTF 20-TFRH-35023 Proposed Budget Amendment.

 

Susan Norris stated that the City received an invitation from NDED for a contract budget amendment due to the increasing cost of construction materials and supply chain issues impacting new construction. The City would apply for $81,487 in addition to the previously awarded amount of $427,435 bringing the total requested to $508,922.

 

At 6:02 PM Smith moved to close the public hearing. Alder seconded the motion. Motion carried 4-0.

 

Smith moved to approve NAHTF Budget Amendment 20-TFRH-35023 for an additional $81,487 in funding from NDED. Yosten seconded the motion. Motion carried 4-0.

 

Discussion was held on paving bids that were received and opened on March 10, 2022. There was one bid received for the Project No. 351-A1-003 which included Street Improvement Projects 2021-1 through 2021-9 and 2022-1. The engineers had reviewed the bid received by A&R Construction and found no errors. The original estimate by engineers was $1,063,283 and the bid came in at $1,557,365.09, an increase of 46%. City Administrator Tarr stated that the council could reject the bids and rebid at a later date if they so choose.

 

Alder moved to reject the bids as received from A&R Construction. Smith seconded the motion. Motion carried 4-0.

 

City Administrator Tarr stated that the City had received notice from Bud’s Sanitary Service that due to rising costs of fuel, the cost of garbage pickup would need to be increased for each pickup location. This would increase the contract with Bud’s $765 each month, bringing the new monthly total owed to $5,517. The City can reevaluate the contract as fuel prices change.

 

Alder moved to approve the contract increase for Bud’s Sanitary Service. Smith seconded the motion. Motion carried 4-0.

 

Discussion was held on approval of a planning account for the proposed Plainview Community Center. Susan Norris explained that the Plainview Brunswick Community Foundation is continuing to raise funds for the center, but the Nebraska Community Foundation needs a project sponsor in order to continue accepting donations and enter into contracts as needed for planning purposes. The NCF requires that a non-profit or government entity be the sponsor for the planning account. This does not obligate the City to be the owner of the property.

 

Sanne moved that the City of Plainview agrees to serve as the project sponsor for the Plainview Community Center planning account to be established by the Plainview Brunswick Community Fund, an affiliated fund of the Nebraska Community Foundation. Yosten seconded the motion. Motion carried 4-0.

 

Mayor Schlote read the following proclamation for National Library Week 2022.

 

WHEREAS, libraries are accessible and inclusive places that foster a sense of belonging and

community;

 

WHEREAS, libraries connect people to technology, providing access to broadband internet, computers, and training that are critical for accessing education and employment opportunities;

 

WHEREAS, libraries offer opportunities for everyone to connect with new ideas and become their best selves through access to multimedia content, programs, and classes- in addition to books;

 

WHEREAS, today’s libraries and their services extend far beyond the four walls of a building and everyone is welcome to use their resources;

 

WHEREAS, in times of crisis, libraries and library professionals play an invaluable role in supporting their communities both in person and virtually;

 

WHEREAS, libraries strive to develop and maintain programs and collections that are as diverse as the populations they service and ensure equity of access for all;

 

WHEREAS, to adapt to our changing world, libraries are expanding their resources and continuing to meet the needs of their patrons;

 

WHEREAS, libraries have long served as trusted and treasured institutions for all members of the community regardless of race, ethnicity, creed, ability, sexual orientation, gender indemnity, or socio-economic status;

 

WHEREAS, libraries are cornerstones of democracy, promoting the free exchange of

information and ideas for all;

 

WHEREAS, libraries, librarians, and library workers are joining library supporters and advocates across the nation to celebrate National Library Week;

 

NOW, THEREFORE, be it resolved that I, Brian Schlote, Mayor, proclaim National Library Week, April 3-9, 2022. During this week, I encourage all residents to visit their library to access

resources and services.

 

It was moved by Smith, seconded by Alder to adjourn the meeting. Motion carried 4-0.

I, the undersigned, City Clerk for the City of Plainview, Nebraska, hereby certify that the foregoing is a true and correct copy of proceedings had and done by the Mayor and Council on 3/17/2022; that all of the subjects included in the foregoing proceedings were contained in the agenda for the meeting, kept continually current and readily available for public inspection at the office of the City Clerk; that such subjects were contained in said agenda for at least twenty-four hours prior to said meeting; that at least one copy of all reproducible material discussed at the meeting was available at the meeting for examination and copying by members of the public; that the said minutes from which the foregoing proceedings have been extracted were in written form and available for public inspection within ten working days and prior to the next convened meeting of said body; that all news media requesting notification concerning meetings of said body were provided advance notification of the time and place of said meeting and the subjects to be discussed at said meeting.
