Special Council Meeting December 28, 2020

 

SPECIAL MEETING OF THE CITY COUNCIL

MONDAY DECEMBER 28, 2020

 

A meeting of the Mayor and Council of the City of Plainview, Nebraska, was held at the Council Chambers in said City on the 28th day of December at 6:00 o’clock P.M. 

.

Roll call was held and present were: Mayor Schlote; Council Members: Alder, Smith, Yosten. Absent: Sanne

 

The Pledge of Allegiance was then recited.

 

Mayor Schlote opened the meeting and announced to individuals in attendance that a full copy of the new Nebraska Open Meetings Act was posted on the east wall of the Council Chambers.

 

Notice of the meeting was given in advance thereof by Publication, a designated method for giving notice, as shown by the Affidavit of Publication attached to these minutes.  Notice of this meeting was given to the Mayor and all Members of the Council and a copy of their acknowledgment of receipt of notice and the agenda is attached to the minutes.  Availability of the agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

 

Jeremy Tarr was present as City Administrator

Courtney Retzlaff was present as City Clerk.

 

At 6:00 PM Mayor Schlote opened the public hearing for a Special Use Permit Home Daycare at 106 N Elm Street.

 

City Administrator Jeremy Tarr explained that Hayly Daudt had applied for a Special Use Permit for a General Home Daycare at the property located at Plainview Chilvers 1st Add, Blk 1 E1-2, Lot 3 in Plainview. Daudt will be applying for State Certification as an in-home daycare provider. Economic Development Director Susan Norris told the council there are grants available that Daudt can apply for to assist in opening her daycare. Questions were also addressed on sex offenders that reside in the area and regulations in the Nebraska State Registry for Sex Offenders will be followed.

 

At 6:04 PM Smith made a motion to close to public hearing. Alder seconded the motion. Motion carried 3-0.

 

Smith moved to approve the Special Use Permit for Home Daycare at 106 N Elm Street for Hayly Daudt. Alder seconded the motion. Motion carried 3-0.

 

Council discussed approving the hire of Jordan Dietz as a full time Municipal Police Officer. The personnel committee had met with Dietz to discuss the position and agree on an employment contract. Police Chief Neumann stated that Dietz would start on January 4, 2021 and attend training at the Law Enforcement Training Center in Grand Island when the next class cycle is available. Dietz stated he has always wanted to be a police officer and serve in a small rural community. He is currently a dispatcher at Pierce County and is familiar with the area.

 

Smith moved to approve the hire of Jordan Dietz as a full-time Municipal Police Officer. Alder seconded the motion. Motion carried 3-0.

 

A contract was drafted for Dietz that stated his starting wage at $17.00 per hour, based on an average 40 hour work week, receiving full time municipal benefits. The City of Plainview agrees to pay for the cost of attending the Law Enforcement Training Center. Alder moved to approve the contract. Yosten seconded the motion. Motion carried 3-0.

 

Discussion was held on an upcoming trustee sale on January 14, 2021 for property located at 103 S Maple, North 50 Feet of Lot Nineteen (19), Block 9, Kimball and Blair Addition to Plainview. City Administrator Tarr explained that the City currently owns the property on the north and south.

 

At 6:11 P.M. Yosten moved to go into Executive Session for discussion of the real estate located at 103 S Maple, North 50 Feet of Lot Nineteen (19), Block 9, Kimball and Blair Addition to Plainview. Smith seconded the motion. Motion carried 3-0.

 

At 6:30 P.M. Smith made a motion to close the Executive Session. Yosten seconded the motion. Motion carried 3-0.

 

Smith moved to allow City Administrator Tarr to attend the trustee sale on January 14, 2021 for the property located at 103 S Maple, North 50 Feet of Lot (19), Block 9, Kimball and Blair Addition to Plainview and bid up to the amount agreed upon in Executive Session. Yosten seconded the motion. Motion carried 3-0.

 

It was moved by Smith, seconded by Yosten to adjourn the meeting. Motion carried 3-0.
